I really don't know if it is legal to declare a sanctuary city or not. Certainly from the standpoint of States Rights via the Constitution... it is a State... not a Federal matter to decide.

But it is a Federal matter to decide how to appropriate Federal Funds... and it is certainly legal to withhold them if the proper protocols are met in the decision process.

Personally - it is one of the stupidest things I've heard of. But to each, his own.

At least as far as my understanding is concerned, I agree that you are correct about "designating a city as a "Sanctuary City"" is indeed a State matter, but ...

How that "Sanctuary City" status/designation plays WRT to Federal Law, and Immigration is a Federal Jurisdiction, is another matter entirely. I strongly suspect a State DOES NOT have the right to declare a City, or a city to declare itself, a "Sanctuary City" and have it mean a damn thing WRT that or any other Federal Jurisdiction. That ability was surrendered by each and every of the several States oh those many years ago when they agreed to become a State and join the union.

I would urge you to read the history of the Convention in 1789. It is both fascinating - and completely contradictory to your impression.

Let me say only this about it...

Most of the representatives were packing to go home after a failed convention. The reason was that the States REFUSED to surrender those very rights you point to.

They were seriously damaged when the North simply stole them by force in 1865... and again during the Wilson Administration, when the rich defeated the poor, and still again in 1987, when Corporations defeated Nations...

...but the battle is still enjoined and the jurisdiction has NEVER been surrendered. If it was - there would be no conservatives.
