Just for your edification, Thomas. After retiring from the Army I worked for two engineering consulting firms, and the NYS Dept of Transportation. I worked as a newspaper reporter, and I worked for an insurance adjusting firm as a consultant for states, counties and cities that suffered disasters. I helped them assess the damage and apply to FEMA for grants. In truth, I believe met more average, “Regular People” than you have, and have a better appreciation of their needs and desires.
When I started coordinating with FEMA for states, counties and cities right after Katrina, FEMA was far better than it is today, and it was bad then. It is too bad, because the Stafford Act was designed to bring government entities and non-profits (schools, museums, etc.) back to their pre-disaster condition. The idea is wonderful, but the attitude of Congress is they don’t want to appropriate the necessary money. They’d rather spend it on unneeded gee-wiz weapons.

I was retired from the Army with a pension, Thomas. I didn't and don't have to work, and I was looking for something that would make me want to get up in the morning. I didn't mention that I designed and managed a renovation project for Catholic charities using mostly volunteers.
I met a lot of regular people there.
