As a staff officer on a General Staff I prepared multiple decision papers and circulated them. I presented the facts of what I wanted to do in the Engineer area, and solicited comments. After receipt of the comments I attached them as Tabs and attempted to lay out in a draft the proís and conís from all the other staff sections. We then had a meeting with the Chief of Staff and finalized my draft into a single page document that we all agreed upon. Then we met with the General and he made his decision after everyone had an opportunity to answer the Generalís questions and voice their concerns. It is a good way to make decisions. In the end, no one felt they had lost because they had had the opportunity to present and defend their positions before the decision was made. Once the decision was made they supported it, and had a stake in making it successful.
