Every unneeded tax cut for the richest Americans means that the bill writers have to find some tax benefit to take away from the middle class. The apologists for this bad tax bill argue that the taxes collected by the estate tax, only $18 billion, or less than 1 percent of U.S. tax revenue, are insignificant. That money is needed for recovery from the three hurricanes.
The U.S. estate tax applies only to the portion of estates above $5.49 million, or $10.98 million for couples. Because so much wealth can be sheltered, the actual rate estates paid in 2016 was only about 17 percent, Internal Revenue Service data show. The easiest way to avoid the estate tax is to give to charity, causing many nonprofits to worry about the effect of estate-tax changes on their fundraising.
