Europe's high speed mosaic
If winning in Europe's broadband access market means achieving the deepest penetration rate, Digital Subscriber Line service should win the laurels over the next few years simply because many fewer Europeans have a cable connection than have a telephone line that can be upgraded to DSL.

Europe's installed base of some 200 million telephone lines reaches almost all households and businesses. Nearly three-quarters of those lines could be upgraded to deliver broadband. Although most of the small number of people who currently subscribe to broadband services in Europe have cable connections, cable reaches only half of all households—and even fewer businesses—and cable operators are not likely to start laying new cable on a wide scale in virgin territory now that competing technologies are being rolled out more quickly and cheaply.
