You could try to implement all those regulations on truck rentals or you could focus on those renting the trucks.

Thomas, please. The range between Oswald's rife and Kennedy was roughly 100 yards. Look it up. There is no rifle in the world, not even one made by Italians, that will shoot its rounds in a way that would cause them to tumble after only 100 yards. The only reason that rifle rounds ever tumble, is when they are transitioning down from supersonic to subsonic. No military-grade rifle in the world is subsonic at only 100 yards, not even an Italian one.

And of course no one else has "come forward." Whoever the second shooter was, he was either a part of the black ops world and took his secret to the grave, or he was eliminated quietly shortly after he completed his mission.
