Republican leaders eked out enough votes to bring up a spending measure that would reopen the government and fund the Department of Homeland Security for two weeks.

The homeland security secretary, Kristi Noem, ordered all immigration officers in Minneapolis to wear body cameras. The move comes after fatal shootings where federal accounts conflicted with local officials and witness videos.

The deal would fund most of the government through September. But Congress would have only 10 days to fund the Department of Homeland Security.
